Do we enter the Roman Forum?

No. Both the exact option and itinerary text say the Forum is viewed from outside. The admission-included flag is inconsistent with that explicit route.

Is this guaranteed exclusive after-hours access?

The introduction uses that phrase, but no option-specific evidence establishes exclusivity or a closed venue. The supported package is an evening interior visit to the first two Colosseum levels.
